The ARIN Advisory Council (AC) has classified "ARIN-prop-255: NRPM
Cleanup" as an editorial change to the Number Resource Policy Manual (NRPM).

The text of the editorial change is below for consideration.

The process for editorial updates to the NRPM is found in Part One,
Section 3.1, paragraph 3 of the PDP:

"Changes to policy that are purely editorial and non-substantial in
nature are outside the scope of the full Policy Development Process and
may only be made with 30 days public notice followed by the concurrence
of both the ARIN Advisory Council and ARIN Board of Trustees that the
changes are non-substantial in nature."

Your feedback on this editorial update is encouraged. The review period
will close on 25 October 2018.

Editorial Change: NRPM Cleanup (Formerly ARIN-prop-255)

Problem Statement:

Current NRPM has many inconsistent title and organizational issues.

Policy statement:

A number of small, editorial changes are provided in order to help clean
up the NRPM, by standardizing the section titles, and collapsing the
retired sections from multiple lines into single lines. The official
text of the actual changes are provided as a separate document
(https://www.arin.net/policy/proposals/attachments/nrpm_with255.pdf) in
order not to clutter this proposal template. The changes listed below
take place in both the table of contents as well as at the head of each
section within the NRPM. Due to the number of changes, they have been
collapsed into the following three areas.

1. These sections have been retired and removed from the NRPM. Where
appropriate, multiple levels of retired sections have been collapsed.
Any remaining section text has been changed to [Retired].

Language in 8.3 and 8.4 refers to “M&A transfers” without defining that
term, which does not accurately describe the intention of the community.
For example, a “reorganization” is handled under section 8.2, but a
“reorganization” is not part of the common understanding of the term
“M&A” . We have had clients become concerned about this issue, when they
come to market to sell addresses but see that there might be a waiting
period due to a recent 8.2 transfer.

Policy Statement:

Replace the term “M&A” with the term “8.2” in 8.3 and 8.4.

Comments: Improves clarity.

Timetable for Implementation: Immediate

Support. The current language confuses people and the new text is more clear to everybody.
